yes its a full version but it does not have a clear page to draw on or the choice new under file Im missing something very basic

I use Corel Paint Shop Pro and just click on File, then New. Are you using a trial version? Sometimes trial versions of software do not allow opening a new file.

I didn't even know you could still get Corel Draw.
I took a quick look at the Tutorials on the Corel website. Looks like you go to the file menu and select new document.
